I think Europe has some reasonable options. Immigration flows can go back.

Historically, in the period of 1890-1920 there was heavy European immigration to the US. Many of these people left the US to return home. For some countries, the numbers where around 2/3 of the immigrants returning after about 20 years.

Eastern Europe doesn't have a major Islamic problem, except for maybe Bulgaria and Romania. The large Islamic populations are concentrated in the former colonial powers of UK and France, and in Germany, Spain and Italy. The Nordic countries have small numbers, as do the smaller countries like Ireland, Portugal, Nederlands.

Here's how t could be done -

First, cut immigration from Islamic countries to the educated and close relatives, and add in lots of bureaucratic delay and paperwork to the process. Part of this is an EU core competency. Build a wall of paperwork around the EU.
Also, discourage marriage between immigrants and locals. This can be done with both paperwork and low key propaganda in the popular media.

Second, pay the unemployed to go home, or allow them to collect a certain percentage of their welfare in their home countries for a number of years, say 3 to 7. Target this mainly at young people and young families, so they will go home to have their children. Note that since large numbers of people are on the dole already, this would not increase net expenditures, just mailing the checks to a different place for a number of years.

These payments can also help develop the economies of some of home countries, making them more attractive.

Third, aggressively promote education for women, and access to birth control. Make continued residency contingent on the education of women. This should reduce the number of births per woman.

Fourth, promote secularism. This should be easier in Germany with the heavy Turkish population. Channeling some people to the better training programs and education opportunities would be useful.

Fifth, penalize radicalism. I expect that in Germany and the UK that 90% of the people who attend the radical mosques are known. Let the radicals know that they have been cautioned.

Radicals can also be dispersed - when government jobs come up, the hot heads can be offered positions as lighthouse keepers and game wardens. The more secular people can get jobs in pipeline safety and airport planning.

Sixth, displace people you don't want with other immigrants. The UK could take a few more immigrants from the Caribbean, such as Jamaicans, and displace Pakistanis from some jobs.

Seventh, dilute and split ethnic neighborhoods. Motorways and convention centers need to be build somewhere. Immigrants feel more comfortable with familiar stores, and areas where other people speak their language. Dispersing people will either make them uncomfortable and/or push them to adapt to the national culture. These insular neighborhoods where the second generation does not really learn the national language and culture are a problem in Canada and a number of other places.

Everything except (5) can be done without directly infringing any individual's EU rights.

I expect a lot of this is already occurring. If 1,2, and 3 are added, (cut immigration, pay to leave, and educate women)
an Islamic Europe could be avoided.
