That would be a Hell of a lot of dogs and handlers, right? (Couple 'o million... just judging by the length of the long, long border.) And, seeing as how Islamic cultures regard dogs as 'unclean' I really doubt such a strategy would do anything much but piss off the locals and fall right into al Qaeda's propaganda charges that we are "leading a war to exterminate Islam". Sounds like a good way to GUARANTEE nothing but pain and expense and blood and failure for generations to come for America. Also, in the short-run I'd bet that snipers and antifreeze-laced baits would swiftly eliminate any doggies taking point.
