No fable, its simple reality. CA's state government didn't used to be the monstrosity that it is now. NY's been living off the financial sector, which started to get established in Manhattan in the 1700s, Maryland didn't become consistantly a supporter of Democrats until less than two decades ago, New Jersey was "purple" until recently (and voted Republican in the recent election), also those two states used to have smaller governments just like CA and NY did.
