I would ask why there was a shortage. And then change the tort laws after finding out that ,that caused the shortage. I wouldn't just be a sheeple accepting bad government

So, then, as an elected official faced with a shortage of vaccine, what would you do? Abstain from intervening?

I understand this doesn't go directly to your point, but if we had abstained for intervening earlier there is a good chance we would have the shortage in the first place.
