The end points, or even the extremes, are essentially the same thing. Even then, it isn't all that certain. Look at the old Soviet Union. They were taxing at essentially 100% and still managed to fight a world war, bring the country out of the 17th century into the 20th, build the largest military on Earth, explore space, etc. Granted, it wasn't the nicest place to live in, but it is a counter-example that disproves your blanket statement.
