Not according to the CBO when the govt collects taxes for ten years and spends it in seven - sort of biased accounting and then there's the govt track record of never having an entitlement program that saves money.

They've already started by recommending fewer mammograms for women than what the American Cancer Society recommends.

I just did a charity walk for breast cancer, so I can probably find tens of thousands of southern California women who would object to that obvious "cost-saving" measure.
