Well... like I already answered: Do you mean something like "never, ever changed/modified/amended or altered at all"? If so then 'No'... I would not have any degree of 'confidence' that ANYTHING human or political would 'never ever' be altered... not like the confidence I have in the permanence of geology anyway. :-)
