Bush had a plan. McCain had a plan. This time around the R's elected to fight the D's bills rather than propose their own, which makes sense given that they don't have the proverbial snowball's chance to prevail. There have been a lot of ideas offered for alternatives by the R policy wonks but they don't get much play because, as a practical matter, they are irrelevant. Only recently some R's offered an actual bill. That seemed to be a reaction to complaints such as your implied one.

I would have liked to have seen a fully fleshed out R alternative. But I can understand why they didn't waste time on it.
