I wouldn't phrase it that way, since I don't look to tying revenue directly to programs, still I think I agree with the general point, we had deficits, where facing worse ones (we didn't know that we would have a recession now, but recessions come eventually, and also we did know about the long term budget problems of the entitlement programs), so any new entitlement program is rather questionable.

Also true with the Trillion and a half for the twin wars

Probably more like a Trillion, but then they aren't over yet.
