I don't know what other countries do about drug use and penalties for users. However maybe one of them might provide a model for us. Years ago I saw a TV documentary on Switzerland where drug use was accepted under the aegis of a Doctor. There were segments of the film that showed people using drugs all over Zurich and it was not appealing. However what it did stop was the life pursuit of drugs which cut back on crime. It reminds me of our school which was trying to solve a problem that surrounding communities had all ready solved.
