Is 911 Big Brother? In the book George Orwell '1984' one thing that was impossible to implement was that camera that watched over all citizens. Imagine the army of people necessary to watch over the whole population and respond to acts that broke the rules. The US got a policial state with Big Brother watching over by proxy.
