Jurisdiction questions: Tiger lives in a gated community. To me, that would imply that the streets are privately owned and maintained. Even if I'm wrong and they're public, they'd be owned and maintained by the local municipality in Orlando, not the State of Florida, right?

Either way, how does the Florida State Highway Patrol have jurisdiction over this matter? Shouldn't it be the local municipality, and if the roads are private, wouldn't the association that owns them need to file a property damage or similar complaint in order to get the local police involved?

Followup comment: If the roads in his community are publicly owned, I'd be outraged if I were an Orlando resident paying taxes to build and maintain roads in a gated community that I don't have the right to access!!!
