I am of the considered opinion that most any aid to them only PROLONGS the survival of the elites and the big criminals at the top ... Without the cash they will crumble all the faster. That appears to be quite correct. It is our nature to want to end or mitigate human suffering. Unfortunately the aid we provide is typically stolen by the elites and it only reaches the people through the markets that the NK are trying to shut down. Perhaps it is an anti-corruption policy?
