Thanks, Glenn, for the fact checking. My statement was indeed an assumption based on the fact we're engaged in these two wars. OTOH, Bush passed off alot of military work onto private contractors who charged more for their rudimentary services than military personnel would have been paid. The better comparison would be total military expenditures under Clinton vs. Bush, assuming the cost of military contractors was included in the numbers.

Would Clinton have scaled back the military if the Cold War had not ended? I doubt it.

Does it matter why? The opportunity presented itself and he seized it. It seems to me that Obama has the same opportunity to continue the downsizing.

If Europeans, who lived closer to Russia and are geographically closer and more economically intertwined with ME countries, didn't and don't feel the need to arm themselves to the teeth, then why do we?

I take it you support our ME adventures and the current size and expense of the military? And of course the deficit spending that goes along with it?
