Californians are notorious for approving things at the ballot box that subsequently don't work out. I am not saying this won't work out, but we will have to see.

Does California expect HSR to be self sufficient or to need contintued subsidization like AMTRAK?

What if anything has CA. done to implement the ballot measure?
