Hawk, call it what you like. The Congress has avoided declaring War and has preferred to do it politically. Even your post indicates that "a declaration of war was only necessary to "perfect" a conflict under international law."
There's been a politicization of conflicts but no declaration of war and no legal basis under the Consitituion.
