As mentioned in the linked Times article Huawei Technologies is alleged to have strong ties with the Chinese military. Although some are comfortable with this, thus seeing the company in a vendor role no different than that Boeing (and others, including Intel) enjoy in selling to the U.S. military, others see some need for caution, particularly due to the observation that many Chinese corporations are in fact, sometimes disclosed, but oft not, State partners including partnering (in one form or another) with the military. In this view, Huawei, whether openly mentioned or not by those holding such opinion, can be seen as a "Strawman" (if not by outright, not uncommon, pecuniary ownership interest, but by, at least, "Research Association") for the PLA.

This has been coming for a while. Huawei is only an "upstart" to those who haven't been watching.

Beyond Huawei, you have long noted the rise of Asian vendors, whose accession to dominance has been expected.

China set to dominate fibre deployments

China will soon dominate fibre to the home deployments (FTTH) and become the global leader in the next two years, according to the FTTH Council Asia Pacific. In a report just posted on the Council’s website it ranks the economies with the highest penetration fibre to the home/building + LAN. With just 1.9% household penetration, China squeaks into the rankings – but it represents the highest number of subscribers on FTTB with 7.3 million.
