Pay-AS-We-Go is the conservative way.

A new tax, or even changing the rates on the old tax, for every change equal to 1% of the budget isn't conservative, its frenetic, and confusing, and harmful. Taxes should be steadier than that.

If you want "pay was we go", for every expense no matter how minor how come you were not screaming for new taxes when the new expenses where much larger but not connected to wars?

If you want pay as we go, the best way to "pay" is to cut something else, not to jerk around the tax rates or add new taxes, every year.
