Decency is more or less a comparative term. In their personal and professional lives they stand out among other politicians as being comparatively ethical, modest, and well mannered. On what basis are you making that determination? Do you think suggesting that Obama consorted with terrorists is a sign of decency? Do you think commuting the sentence of a man with a long criminal record so he can go out and kill 4 cops is a sign of decency? In fact, where do you get off? Do you even know the facts about either of these two people?
