Yes, that is what it means. Many salesmen still try and push you into the hyper efficiencies and they are definitely not worth the extra money.

I replaced my furnace about 7 years ago. Not sure what the efficiency rating is, but it's having one helluva time keeping the house warm in these single digit temps for the past few days. I'm living with a sweater all day long. Cranking my mattress heat pad up on high each night. Still too cold!
