Not exactly true. As was shown, the emission rate has greatly increased since then.

No, it isn't. And certainly the various carbon sinks has moderated the increase. But, the rate of increase is still increasing. As can be shown here.

Note that the earlier data is more or less below 1.0 and the latest data is over 2, although it does vary a lot from year to year.
