Algorithms are instructions. Playbooks are collections of instructions. AI - well, that is perhaps transcendent - it is the ability to select either from the playbook, or an ad hoc original solution. We might be able to get intelligence in some areas, but others are tough. Things that are easy for people are difficult to simulate, let alone validate. AI will have to fly co-pilot for 10-20 years before it is advanced to "Captain". I mean this in both a literal and metaphoric sense. How do know you've got intelligence? By watching and observing it in REAL situations. There is no shortcut I'd trust.
