He can get on TV and demand that congress pass laws to rectify the situation. And, he can state that congress is controlled by lobbyist and encourage people to call their congressmen in mass. He can publicly battle the financial institutions and label congress the problem for being influenced by lobbyist. If he hammered away at congress on this point long enough and the public supported him he might get somewhere. Basically he is a wimp.
