Doing away with junk mail will be the death of the USPS. That's their mainstay. UPS and FedEx took away their most profitable niche with packages, and email is greatly reducing their next most profitable service. Junk mail is what keeps them going.

Look for a) more federal subsidies, b) higher prices, and/or c) no more USPS.

Congress will pass legislation to curtail junk mail because most of it ends up in the trash, thereby harming the 'environment.'

How am I going to heat my home?

The point of 'curtailing' junk mail is to make it too expensive for the small operators to avoid violating the laws. It will curtail junk mail to the extent that the prices increase due to concentration of the business into larger corporate marketing organizations.
