The Govt is very active in dibilitating and destroying this 5%, ever since they realized that this group was also out to remove them from power. They have also put the clamps somewhat on the mutawah (religious police) and moderated what the wahabi preachers are saying in their Friday prayer meetings. You could look at any country and there are 5% of the population which are bad apples. Maybe not political terrorists, but certainly criminals that kill and steal from the 95%.
