Well its certainly false, but false predictions often aren't lies.

Still he had to know that an attempt to rush through such a massive new program in a matter of months was likely to result in less openness. As for "all the parties participating", well he didn't object to the shutout of the Republicans, but I'm not sure he planned that in advance, he wanted to pick off at least some of them, and initially may have even had hope of crafting a bipartisan bill (not totally bipartisan, the Dems would still run the show, but he hoped to get significant numbers of Republicans, perhaps in his wildest dreams even the leadership, to sign on).

When did he make the statement? If he made it very early in the process, I'm not so sure I could call it a lie (it might not be, and even if it is, I'd have to be really sure before using that term), but if he said it recently, then yes you do present a good candidate for lie of the year.
