The question at hand would appear to be something totally different -- i.e., can Congress require persons to PURCHASE "health insurance". Is that a social welfare plan?

I take your point. But do you really want to win that one? If they can't make you purchase insurance, then they can just switch to Medicare-for-all so that will be a tax rather than a purchase. You'd be throwing them right into their favorite briar patch by winning that one.
