Or even worse, someone got paid to come up with this 'plan'. (And probably paid way too much -- homeland security is even more of a financial sinkhole than the regular military.)

It's well known that terrorists like reading the Washington Post during the last hour of their flights before they trigger their bombs.

Without access to the Washington Post they will become disoriented and unable to carry out their mission.
