Someone is certainly silly thinking using PETN without blasting cap is going to explode.

The chance of getting anything other than a fire by mixing PETN with an oxidizer like a chlorate is remote.

PETN can be easily obtained in quantity from pharmacies in many nations, where it is used for angina like nitroglycerin is. And a blasting cap shouldn't be too hard to come by or make, or to hide.

Like one of the business passengers waiting in a screening line at LAX said in an interview, "the terrorists have basically won".
