The flight from Germany to Paris fifteen years ago was after the removal of passport requirements within EU nations.

It's not clear to me how she could have traveled to Abu Dhabi from Paris, if she boarded there, or from Germany if she didn't change planes. Fifteen years ago the airline would have been responsible for sending her back. After 9/11 she could not have boarded the international flight without a passport in the first place.

If you lose your American passport outside the US, you cannot return on a flight until you obtain a replacement from a US consulate, after filing a lost or stolen report with the local police.
