Central planning by the government is either communism (or at least socialism) or fascism/corporatism depending on how its done. It has a record of failure and atrocity.

Who do you want to do the planning? McDonald's? A strip joint?

Of the economy as a whole? No one. No one can efficiently plan an economy. The effort will at best be ineffectual and at worst be disastrous.
