I don't see it as a grab of any kind. This is not for existing 401Ks. It is for employers that don't offer 401Ks to their employees. The government basically says that these employees, most of who keep their savings in 1% savings accounts, can have a tax sheltered 401K after all, sponsored by the government with Treasury type returns, which may be low now, but are historically better than savings accounts. And, if we follow the Japanese path, may turn out to be better than lots of other alternative investments.
