Presuming you're using IE 8,to view toolbars click on "view." Toolbars are at the top of the drop down menu.
To open a new page click on the small square box that is parallel to the icons such as the home page and print icon. The box will be next to the current page you're viewing towards the top left part of the screen. Chrome is pretty much the same thing. I'm not on my computer so I don't have Chrome in front of me to be more precise.

To maximize website viewing, the File menu may be hidden by default. Most menu options can be accessed from the toolbar. You can make the Menu Bar (File, Edit, View, Etc.) appear by clicking the Tools menu, located near the upper right of the screen, and then Toolbars and then Menu Bar.

where in Explorer and Chrome is the option to open a new page in a new browser

In Google Chrome, pull down the Tools Menu (Wrench Icon on right side) and select New Window. Or you can Click on the "+" at the top of the Chrome screen to open a new tab, then just drag and drop the new tab to anywhere on the screen and a new Window will be opened.
