On the Windows Live Messenger signon screen upper right hand side, you have a V, click on it, Go to "Tools" and then "Options" and under "General" one of the options is to select or deselect 'Automatically run Windows Live Messenger when I log on to Windows'

You might have it checked.. uncheck it..

You can uninstall it by removing Live Essentials from the control panel/programs. This following link removes it but I'm not sure it applies to Windows 7
