Interesting idea, but its only an opt out of the mandate not the whole program. The later is what I'd really want but its of course impossible. Not just in the political sense that it wouldn't pass, but that it can't be done if your going to have something like one of the two current bills become law and be put in to effect. You can't opt out of the taxes and still get the bill funded, and besides most of the taxes would only hit many people indirectly. You can't opt out of the negative consequences of the bill for health care in the US, since its not like an untouched system will remain.
