Health care is a perfect example of an issue where you cold have picked and chosen ideas from the left and right and put together a really good bill... but it's not in the cards.

What I was suggesting was a two phase process to try to counteract that. Going in, parties all want to get all of their stuff and none of the other guys' stuff. We just had the first phase and now we know which stuff is feasible. If we could do a phase two that starts with a list of what is doable and an otherwise clean sheet of paper and both sides could agree to not try to sneak in any new stuff, we could get a product that's clean.

There is already a two step process in that we have reconciliation. But reconciliation is being short circuited in this case. And even if it weren't, it doesn't start with a clean sheet of paper. Also, only one side fully participated in even the first round. In any case, we will always have folks trying to sneak in other stuff they didn't get in the first round.

People are always angling to promote their stuff. The good of the country is secondary if it's a factor at all. Sigh!
