I'd rather the merit pay be solely or primarily from the states or localities. Education isn't really under the feds area of responsibility.

But while merit pay is a complex thing to implement properly, I think its an important idea. Success at achieving the objective (in this case educating students) should have an impact on compensation. The unions do a disservice to students by essentially automatically opposing any such attempt at merit pay or other attempts to reward performance above seniority or teacher education level.
