It may be a "technicality" but it's still sufficient justification for Israelis to go to great lengths to defend their territory. And since no cease-fire in their entire history has actually been fully implemented, all they've really be doing is engaging in "reduced hostilities".

Also, Lebanon does not recognize Israel as a country. Kind of difficult to make peace with someone you don't recognize:

Israel and Lebanon signed an Armistice Agreement.

Lebanon has traditionally maintained that it would be the «last» Arab country to make peace with Israel, largely because the country’s fragile sectarian political system would likely not survive a battle over recognizing the Jewish state.
Do you blame them? Israel is not making it easy for the Lebanese government to make the case for its people. After all Lebanon is a democracy and needs the vote of the people.
