Israel and Lebanon signed an Armistice Agreement.

That's not a peace treaty. It merely an agreement to stop fighting.

We have an armistice between N. and S. Korea, but they are not at peace.

Do you blame them? Israel is not making it easy for the Lebanese government to make the case for its people. After all Lebanon is a democracy and needs the vote of the people.

And Israel doesn't need to appease it's own electorate who are tired of aggression from its neighbors?

And it's hard to call Lebanon a democracy when they permit an armed gang to dictate Lebanese foreign and internal policy. I call it a failed state.
