Add portability and consumer protection and you've met your objectives re those 46 million uninsured. In 1996, Clinton got HIPAA passed. The act has gone a long way in terms of giving consumers portability of insurance and access to insurance in spite of preexisting conditions. It also had some privacy guarantees in it, I think. en.wikipedia.org What made you say that the 40 million uninsured is overstated? I don't doubt it myself, but am curious if you have a reliable source on the real number.
