Does it? Is contracting someone to manufacture something for you the same as building owning and staffing a plant with foreign workers?

Does this mean that every piece of plastic AVATAR crap that is manufactured in China is gonna have a import tax?

Sounds like legal beagle stuff to me.

As far as I know QCOM has always been fabless, so they haven't shipped a single QCOM chip manufacturing job overseas.
