Yes and it was Bush Jr who helped make that happen. I lived in Texas when he was Governor and I voted for him, as I did again in 2000 for President. However, Bush changed his tune in a big way once he became President. He became a big talker on renewable energy with very little real action in favor, and quite a bit against renewable energy, including his and Cheney's heavy intervention and redaction of science papers coming out of the EPA.
