Prison not required just budget control and fire those who won't do a good job, meaning complying with rules:

No one is going to comply with any rule that requires the thermostat to be set at 58 degrees. They don't even comply with the one to keep it at 68. You can fire all the bosses at the top, and that isn't going to make the peon's at the bottom set their thermostat that low. Besides I am pretty sure somebody will sue for health reasons.
