But the right wing, especially starting with Raygun has been dismantling unions.

Reagan was pro union, just not big on goverment unions threatening to endanger lives by striking at a critical time. Unions have been dismantling themselves. Demanding large labor rates that brind down the industry. Other workers see this and vote for no union.
