Not really. The bias towards tax increases is the opposite of improvement, and even if your only considering the effects on the deficit rather than all the effects, Obama's overall effort is to increase the deficits to a higher level of GDP than they've been since FDR. Using these ideas as examples of Obama being serious about the deficit is like using the fact that someone washed down their 14000 calorie meal with a diet coke as a sign that they are serious about losing weight. Obama makes Bush and Reagan seem like deficit hawks.
