Actually,it can be carried back,so in essence if you did not open a TFSA last year your 5k you missed in 2009 can be a carry fwd credit and you can deposit 10k this year which is exactly what I have done.Did not partake in 2009 cause I was trying to figure out what the catch was cause you know gov't never gives you something for nuttin but in this case it appears,at least for the time being,they have.
