Drugs like Cialis and Viagra pay for their own R&D costs and the R&D costs of other drugs that are considered more important. Its not an either or choice, reducing development of highly profitable drugs will reduce development of the drugs you consider higher priority.

I suppose if the government forces down drug prices it could force prices for these drugs down and they wouldn't be so highly profitable, but I think these drugs would be less likely to have their prices greatly lowered by government fiat than antibiotics, vaccines, cancer drugs, etc.
