management is in bed with unions. They get automatic raises when the union members do. Moreover unions are thugs, practicing mob tactics of fear and harassment over and over and over until they elect board members and administrators who will do what they want. The only solution is to make collective bargaining for public unions, and indeed public unions themselves illegal. Public unions, as they exist today are nothing more than legalized mobs of thugs.
