And in the meantime, everyone will have lots of reasons why everyone else's ideas about healthcare, energy, immigration, infrastructure and all the rest just can't be implemented because they would be scary or dangerous.

I'm not afraid of healthcare reform, I just don't like what the Dems have come up with as a solution.

Hopefully, they will do a better job with the other things you mentioned.

Given that the Constitution grants the power to declare war exclusively to Congress, I would say that they CAN force the president to send or keep troops anywhere. They've just abdicated that responsibility since WWII.
