The president's plans and plans in congress would give Democrats a larger share of the appointment powers for the commission.

Also it isn't just "to form a bipartisan group to look at debt reduction". Such groups exist, and it would be very easy to set up another one, or 50, if people wanted them, but it probably wouldn't be useful.

Conrad-Gregg was created to force an up or down vote on the proposal. That's not just "to look at debt reduction". Obama's proposal is closer (and thus less potentially useful, but also less potential for problems, it just does less either way), and it has an even greater imbalance in appointments.
